In medium mixing bowl, combine the vinegar, EVOO, sugar, salt, & pepper. Whisk to combine.
Slice the cucumbers thinly & place them in the bowl with dressing. Add in the chives & toss to combine.
Place in the fridge for 45 minutes, top with salt & pepper, serve, & enjoy!
