In large mixing bowl combine the sugars & flour. Add in the butter, eggs, vanilla, baking powder, baking soda, cashews, & salt until all ingredients are combined. Stir in the chocolate chips & place bowl in the fridge for 1 hour. After one hour, remove dough from fridge & scoop dough onto a parchment paper lined baking tray about 3 inches apart. Place a caramel candy in the middle of each dough ball, roll them to cover the candy, & place onto the tray. Place the tray in the freezer for 45 minutes.
